Artūras POVILIŪNAS, the first elected president of the re-established NOC, has confirmed this position in 1992, in 1996, in 2000, in 2004, in 2008, currently working as the European representative on the Executive Board of the World Olympic Committees(ANOC).
During his term of office as President, the NOC of Lithuania reached new standards of achievements, he succeeded to build a solid foundation of cooperation with the media, with political and governmental forces, as well as with international organizations. He is the author of several publications on the issues of Olympic movement. In 2009, his new monumental historical monograph "Olympic Lithuania from 1918 to 2008: objective facts & reality, years of tests and trials in the context of national and worldwide cooperation"will be published.

The first steps towards the Olympus were made on May 25, 1924 during the VIII Olympiad in Paris. This date is considered as the commencement of the LNOC activities. Next participation was in Amsterdam and St.Moritz in 1928. The XII Olympiad in Helsinki was interrupted by the war and there was a break of 64 years, when the Lithuanian athletes had to reconcile themselves to the fact that they could participate in the Olympic Games only as members of the USSR teams.
December 11th of 1988 was an extraordinary day in sport life - re-establishment of the Lithuanian National Olympic Committee. On 18 September 1991 it regained the rights of the IOC membership.
After the LNOC has regained the IOC recognition, all sport institutions were reorganized and/or re-established including sport governmental body - the Department for Physical Education and Sports, the Lithuanian Union of Sports Federations, "Sport for All" Association, the National Olympic Academy, the National Olympians Association, Fair Play Committee.
In 1995 the Law on Physical Culture and Sport of the Republic of Lithuania was adopted. It defines the legal basis and functions of sports organizations and the competence of governmental institutions in the area of physical education and sports.
The National Olympic Committee of Lithuania, unites the national federations of Olympic sports, sports associations and includes top-ranking executives. Over its 20 years in operation, the Lithuanian NOC has not received state funding. Funding is obtained through Olympic lotteries (under the law, the NOC is entitled to 8 % of lottery ticket sales) and sponsorship. Although sponsors do not receive any direct advertising benefit, they continue financing the NOC due to its good reputation in society and among national politicians. It was achieved by carrying out our financial operations in a transparent manner, by making our activities visible through media coverage of events organized by the Committee and everything else related with the Olympic movement, including our preparation and participation in the Olympic Games as well as in campaigns with public and state organizations and municipalities (e.g. through Olympic festivals organized for school students, competitions among schools, various campaigns promoting the Olympic spirit, etc.)
The NOC of Lithuania has adopted and ratified the IOC Medical Code, which now supervises those parties who might appear before it - athletes, coaches, sport leaders, medical personnel, etc.
